The workshop will familiarize grantees with the applicability of resale and recapture provisions and how written agreements are used as the vehicle for enforcement. Circumstances under which either resale or recapture can be used; and the resulting affordability period will be covered as well as how to assess and rectify existing compliance problems.
There will also be a review of options for establishing the most effective program design(s) and strategies as well as implementation and enforcement. This review will cover the requirements for homebuyer agreements that are required for various PJ and partners focused primarily on HOME requirements pertaining to the Affordability Period and the required resale/recapture provisions.

Expert HOME and CDBG Training (Kansas City, MO) May 17 - May 18, 2011 The two day HUD Expert HOME and CDBG training course will focus on how PJs and grantees can strategically combine and use the HOME and CDBG programs together to create affordable housing. The case-based workshop highlights effective projects and programs that use the two funding sources. The exercises are designed to walk participants through the details of specific projects including general program design considerations in the areas of homeowner rehabilitation, homebuyer and rental activities, and neighborhood revitalization. Regulatory topics will be discussed, but this is not a basics regulatory class for beginners.

The workshop will include information on how development and rent subsidies work, including leveraging other sources of financing. Participants will explore how communities can use these resources in a local strategy to enhance the viability of rental housing designed to be occupied by needy households.

City of Newark Consolidated Planning Focus Groups Apr 21 - Apr 23, 2010 In connection with the mandatory Department of Housing and Urban Development (HUD) consolidated planning process, the City of Newark is administering surveys and will hold six (6) two-hour focus group sessions over a three-day period April 21-23, 2010, to engage its key stakeholders and gather feedback about the current housing, community development and service needs required by City residents.
The surveys and focus groups will assist the City to prioritize the areas of need in order to determine the best use of funds the City receives from HUD formula programs such as CDBG, HOME, ESG, HOPWA.

Determining Income and Allowances (Boston, MA) April 15, 2010 The one-day training will help Participating Jurisdiction (PJ) staff to determine the income eligibility of applicants to HOME-funded programs, as well as calculate the amount of HOME program assistance each applicant may receive. The training will present complex technical information and definitions involved in determining income and allowances in concise language. Useful templates and tables will be made available that you can incorporate and use in your local programs. The training will help you to ensure that your HOME funds are used effectively by targeting households that are eligible for assistance. PJ and nonprofit staff members who implement HOME-funded programs should attend.
The training will cover topics such as
• Determining Annual Income: Discuss the requirements for annual income and the steps to calculate a family’s annual income to determine program participation eligibility. Also discussed is guidance to determine income from assets.
• Determining Adjusted Income & Subsidy: Discuss requirements to determine adjusted income based on allowable deductions and determine the amount of subsidy an eligible household can receive.
• Verification: Discuss supportive documentation requirements to verify information provided by applicants related to their eligibility.
Basic HOME and CDBG Training (Richmond, VA) Mar 16 – Mar 17, 2010 The two day HUD Basic HOME and CDBG training course will provide a review and comparison of the basic regulatory differences between HOME and CDBG and the compliance requirements when grantees use combined HOME and CDBG to fund projects. Richmond, VA area HOME Participating Jurisdictions (PJs), especially PJs that use HOME and CDBG to fund residential projects should attend to increase their knowledge about the monitoring requirements of HOME eligibility. USING HOME AND HPRP TO ENHANCE THE FEASIBILITY OF RENTAL HOUSING (DC) Aug 20, 2009 This one day workshop for Participating Jurisdictions within the jurisdiction of the Washington, D.C. HUD Field Office their CHDOs, subrecipients and homeless service provider, will explore the tools that are now available to respond to the need to make rental housing affordable to very-low-income households. The shortage of affordable housing for this population is a long-standing problem that has only increased during this period of economic stress. HOME has always had a requirement to set aside some rental units for this population, and the new NSP program has doubled this requirement. The problem is that the rents these households can afford may not be sufficient to cover operating costs in this high-cost region. The workshop will include information on how rent subsidies work under HOME TBRA, the new HPRP, other homeless assistance programs and Section 8. Participants will explore how communities can use these resources in a local strategy to enhance the viability rental housing designed to be occupied by very low-income households.
USING HOME WITH THE RESOURCES OF THE RECOVERY ACT TO RESCUE SINGLE FAMILY HOUSING (DC) Aug.19, 2009 This one day workshop for Participating Jurisdictions within the jurisdiction of the Washington, D.C. HUD Field Office and their development partners and subrecipients, will explore the tools that are now available to respond to the crisis caused by the many foreclosures of owner-occupied housing in the region. The workshop will include information on how HOME, CDBG. NSP, FHA, Maryland and Virginia programs and resources available under the American Recovery and Reinvestment Act can be used in a local strategy to acquire and rehabilitate homes that have been foreclosed and/or to prevent the foreclosure of troubled loans. The workshop will be a mix of presentations and interactive sessions during which participants exchange ideas and solutions.
